IDSS 2025: private healthcare improves its average score

At the end of December 2025, the ANS (Brazil’s National Supplementary Health Agency) released the results of the IDSS 2025 (base year 2024), which show a positive picture for the sector.
With 873 health plans evaluated, the market’s weighted average score reached 0.7930, an increase of 0.0125 compared with the previous year.
The index is the main gauge of regulatory quality in Brazil. Here are the main results of the latest evaluation.
What is the IDSS and why does it matter?
The Supplementary Health Performance Index (IDSS) is an annual, mandatory evaluation tool that measures the performance of health plans through 33 indicators, distributed across four dimensions:

Quality of Healthcare;

Guaranteed Access;

Market Sustainability;
-
Process Management and Regulation.
In addition, there is a bonus indicator for health plans with accreditation certification, which can have a positive influence on the final score.
According to data from October 2025, private healthcare serves 53.3 million members in medical‑hospital plans and 35.1 million in dental‑only plans.
This represents 26.23% of the Brazilian population with a health planand 17.29% with dental coverage, which makes the IDSS an indicator of high economic, social and health relevance.
Overall sector performance in numbers
The data shows that most Brazilian health plans are operating with high quality. About 75.6% of institutions are in the regulator’s two highest evaluation bands.

The edge of accredited health plans
One of the highlights of the IDSS 2025 was the superior performance of health plans that hold accreditation seals (such as the one under RN 507 ). Even without counting the extra points (bonus) these institutions receive, their average score was significantly higher than the others’.

This figure reinforces that investing in organized management and structured health actions is directly reflected in the quality perceived and measured by the ANS. In 2024, these elite health plans accounted for more than 12% of the country’s plan members.

Member satisfaction survey gains traction
The Member Satisfaction Survey, conducted on a voluntary basis since 2018, keeps gaining traction in the sector. When carried out according to the ANS technical standards, the survey scores on the bonus indicator of the Market Sustainability Dimension (IDSM).
In base year 2024:

288 health plans conducted the survey;

The survey covered 69% of the sector’s plan members.
In the previous cycle, there were 266 health plans, covering 67.32% of plan members, indicating continued growth in the adoption of the practice.
The ANS considers the survey a strategic tool to broaden dialogue with plan members and generate relevant input for improving quality of care and the user experience.
